The only way people will be getting a second set of 50e is if they are level 51 tomorrow, and have already claimed one set. If you are level 52, you will not receive the survey for the 50e.

Updated Faction Incentives
The changes are as follows:
Tiamat will no longer have the Asmodian incentive surveys.
The 50e set can now only be claimed by level 51 characters on eligible servers.
