Rainmeter is allowed. The distinguishing factor regarding any 3rd party program is does it give you an unfair advantage and/or does it interact in any way with the games data stream. Rainmeter does neither of these 2 things.

Under a strict definition, firewalls, fraps, battleping, dps meters, etc are all 3rd party programs. They may interact in some way with Aion, but do not meet the above criteria.

Rainmeter reads data that you personally already have access too in the chat logs. It just displays it in an easy to read, no calculations on your part, and quite nicely displayed format. We have no objection to you having access to nicely displayed data :)

Anyone who thinks we don't ban for AionScript should do some research on the last 2 mass bans we did for 3rd party programs. Quite a bit of drama and outrage regarding those so shouldn't be too hard to find. We don't ban *carelessly* regarding programs like AionScript. Think about it carefully - would you want to lose your whole account because someone fraps'ed you weaving or gliding fear and a GM *thought it might look like* a hack or would you prefer that we had cold hard evidence before we took your hard-earned character away?

this was from rainmeters websight and there TOA. If Aion doesnt scan your computer for these programs then why would i let some other third party scan my computer. Use at your own risk.
Yup, I don't want my program to run alongside cheating applications and maybe be wrongly associated with those.

to get better at the game..

you could try different damage rotations or stigma builds etc and see which gives you the highest dps... instead of just guessing at how much DPS you're putting out, you get a precise measurement

Your correct and this is why you use any 3rd Party program at your own risk. Last i looked NCSoft doesnt endorsement or recommend any software other then there own.

If you actually read my post, I say the NC reserve the right to ban anyone for 3rd party software. Read, comprehend, and then reply.

Emphasis added is mine.

Until Nyx's Clarification above, the only official correspondence we have had on DPS meters was a post from the 1.5 days, from {CC}-Tamat and {CC} Ayase, saying, while it is against the terms, they aren't banning peopel for it.

On your second point. Once again, to take it to the extreme. Aion is coded to provide the client with FAR more data than is actually required.

Rainmeter displays Information parsed from chat (which starts as network traffic)
<Unamed Radar program> displays information parsed from network traffic

Neither program interferes with the games data stream
Both programs display available data in a nicely displayed format.

The Radar program provides such an advantage.
Battleping will also provide someone an advantage.

What makes such an advantage "Fair" or Unfair"?

A radar program however provides data that's not provided to you through normal and allowed means; to access such, you must intercept and decrypt the incoming data or client memory. The damage data instead is part of what's normally given to you already on the screen as clear text or through the log the client -provides- to you.
